I've been looking at real estate in Bulgaria recently and noticed some listings for apartments that claim to have zero maintenance or management fees. This sounds great for avoiding those yearly complex costs, but it makes me wonder how common they actually are and what the hidden downsides might be. Are these mostly older properties in cities, and who ends up paying for building repairs, cleaning, and elevator maintenance if there is no fee?

Those zero-fee apartments are almost exclusively older panel or brick blocks in big cities like Sofia, Plovdiv, or Varna. There is no management company, so basically, maintenance only happens when neighbors finally agree to chip in for something broken.

If there is no monthly fee, you can forget about regular stairwell cleaning, nice landscaping, or a working elevator unless someone takes charge. When the roof leaks or the elevator breaks down, all the apartment owners have to organize an ad-hoc meeting and collect money on the spot, which is always a headache.

Be very careful buying these remotely. If you aren't there to deal with the building politics, you might miss important meetings and end up surprised by sudden repair assessments. Legally, every residential building in Bulgaria is supposed to have an 'Etazhna sobstvennost' (condominium management) association. Even with zero fees, you still have a legal obligation to contribute to the mandatory repair fund, even if nobody actually enforces it until disaster strikes.
