Hidden Costs and Taxes When Buying Real Estate in Bulgaria: What to Budget For

I am currently looking to purchase an apartment in Sofia and trying to calculate my total startup budget beyond the actual listing price. What are the mandatory notary fees, local taxes, and agency commissions I should realistically expect to pay during the closing process? Are there any hidden maintenance fees or legal costs that foreign buyers often overlook?

When I bought my apartment in Sofia last year, I quickly realized the listing price is just the starting point. You should generally budget an extra 10% to cover all additional expenses.

Agency commissions in Sofia usually run around 3% plus VAT, which catches a lot of buyers off guard. Make sure you clarify whether VAT is already included in the initial quote they give you.

Notary fees and local municipal taxes depend on the property's tax valuation, not necessarily the purchase price, though they usually use the higher of the two. Expect roughly 3.5% to 4.5% total for these state and local fees.
Don't forget to factor in the lawyer's fee. A good independent real estate lawyer will usually charge between 0.5% and 1% of the purchase price to review the preliminary contract and check for liens.
Maintenance fees (often called 'tax v hod' or building management fees) are something people forget. In gated complexes in Sofia, these can easily run 50 to 150 euros per month, sometimes billed a year in advance.

Also, remember that utility re-registration at EVN, Sofiyska Voda, and Toplofikatsiya takes time and small administrative fees. It's a minor hassle, but it adds up when you're moving in.

Bank transfer fees for closing the deal can also be quite high if you are moving money from a foreign currency into Bulgarian Leva (BGN). Always check your bank's wire transfer and exchange rates beforehand.

Sometimes sellers try to push the tax valuation lower in the official notary deed to save on closing costs, and pay the rest in cash. As a buyer, do not agree to this—if you ever sell, you'll face a massive capital gains tax.

Overall, keep a liquid buffer of at least 7,000 to 10,000 euros on top of a standard 100,000 euro apartment price just to sleep peacefully through the closing process.
